Addressed to the Secretary of State for the Colonies. Your secret despatch of September 21st regarding the Flying

training school. Provided that teaching of aliens including Chinese is permitted Far Eastern Aviation Company is prepared to investigate the possibility of establishing Flying

Training School elsewhere than at Kaitak. Without such

permission they consider that School would be financially

impracticable and they cannot proceed. Please telegraph whether this leave be (? group omitted).
